Does it matter if your petcock is in the on or reserve position, providing you have sufficient fuel in the tank. Bear in mind if the ski is on a trailer, it may take many more gallons of fuel in the tank to be able to pick it up by the fuel pick up. If the tank is even remotely low on fuel, I would say below 12 tank, I suggest dumping 5 more gallons of fuel in it just to be 100 sure. It may sound silly but I have witnessed the frustration of owners in similar situations. If the tank is half full, try both on and reserve positions of the petcock. Not to question your technical prowess, but double check the connection of the fuel in and fuel return lines at the carb. The fuel inlet line gets plugged into the lower connecting tube on the carburetor. I have also seen these hoses get reversed upon carb re-installation and create the very scenario you are describing. There are arrows cast into the fuel pump cap that indicates direction of fuel flow, but, if the carb is bolted on to the manifold, they are not clear. If the fuel lines are connected properly, then back to the question about the petcock. If one tank, so to speak does work and not the other, there is a restriction in the fuel line somewhere between the fuel pick up in the tank and the inlet side of the petcock. If neither side works, I would look to the petcock and see if the outlet side of it is blocked. The fuel system has two separate tubes of different lengths inside the gas tank to create the on and reserve fuel supply. You will need to start checking flow through the lines and components to see where the blockage or restriction is. Take a look at those items. I think that should get you fixed up.
